Personal Experience: I have not experienced a slow down or throttled.

Hotspot Problem: Sometimes device connecting to Hotspot keep trying

Solution: go to setting, & turn Cellular off & on, then turn Personal Hotspot off for a few minutes then it ask if you want wifi or bluetooth

Note: somehow my Macbook Pro M3 wifi keep trying to disconnect to hotspot, & don’t work most time, so i turn option of Personal Hotspot to Bluetooth, & connect by Cable to Mac

But must turn off Wifi/Bluetooth connection to other devices.

Note: Bluetooth Hotspot slower than Wifi Hotspot
